Bernard is the Director of Improvement Programmes for NHS Improvement and joint Programme Director for the delivery of the National Elective Care Improvement plan. He works with the Department of Health and Social Care and NHS England to implement the improvements and innovations needed for the NHS. This includes targeted interventions for the most challenged A&E, Elective Care, Cancer and Mental Health systems, encompassing processes for improving patient flow, capacity and leadership capability development across clinical and executive functions. He also leads on digital improvement approaches to patient flow and bed capacity as well as digital delivery for outpatient services, testing pilot service innovations to identify those that could work at scale.

Prior to NHS Improvement he worked in the HM Cabinet Office on cross government channel strategy, efficiency and reform and was part of Government Digital Service, he has held a number of executive roles across hospital providers and commissioners within the NHS.
